Seabreeze Rules

2025 TEAM INSTRUCTIONS


TEAMS MUST HAVE PERMISSION FROM THEIR LEAGUE PRESIDENTS TO

PARTICIPATE.


The Seabreeze Classic will be administered by Connecticut District 4

Little League.  All questions, problems and decisions will be

made by the Seabreeze Classic Tournament Committee. 

All decisions made by this committee will be FINAL. 

Any team or manager who contacts another authority will

immediately be disqualified from further competition and

no refund of money will be given. 



DECORUM

Managers, Coaches, Players and Fans: will show their utmost respect

for opposing players, coaches, umpires and tournament officials. 

Any Manager or Coach ejected from any game will forfeit their eligibility to participate in the next scheduled game.  Any Manager, Coach, Player, or Parent who is ejected must leave the site immediately, and may not be at the site of the next game.   If the offense is of a serious nature (determined by the umpires and tournament officials) the participant may be removed from the remainder of the tournament. If a spectator is ejected and 
refuses to leave, the team Manager is also ejected and cannot be at the 
teams next game. (So please speak to your fans).


Any Player ejected must leave the field and dugout area, they may sit with
their parent, or a coach will have to sit with them and the team will have 
one less coach.


Any Manager or Coach ejected will not be replaced for the next game by an alternate coach.

 

REGISTRATION AND ROSTER

All teams will be required to carry the Pitching Page from the All-Star Affidavit supplied by their local league. 

ROSTERS ARE NOT NECESSARY: TEAMS MAY BORROW PLAYERS FROM THEIR LEAGUES OR OTHER ALL-STAR OR SEABREEZE TEAMS.

ONCE ALL-STARS HAVE STARTED NO PLAYER ON AN ALL-STAR TEAM MAY PITCH IN THE SEABREEZE POST-SEASON TOURNAMENT. THEY MAY
NOT PARTICIPATE IN THE SEABREEZE POST SEASON TOURNAMENT UNTIL
THEIR ALL-STAR TEAM IS ELIMINATED.

THIS WILL BE IN LINE WITH LITTLE LEAGUES RULES ALLOWING PLAYERS TO PARTICIPATE IN OTHER TOURNAMENTS ONCE ALL-STARS HAVE STARTED

TOURNAMENT RULE 4B: A TOURNAMENT PITCHER MAY NOT PITCH IN REGULAR SEASON OR SPECIAL GAMES WHILE THE TEAM IS STILL PARTICPATING IN THE TOURNAMENT.



SITE DIRECTOR
The site director will identify themselves to each team and will be responsible for final decisions at all sites.


  Home team will be decided by a coin flip before each game.
Winner will have choice Home, Away, or Dugout.  Even in the playoffs.
Little League does not allow designation of home team based on seeding


PRE-GAME INFIELD

Each team will be provided 10 minutes for infield.  The visiting team will take the field first followed by the home team.  The site director has the discretion to shorten or eliminate this time if necessary.

SCORES

All teams must report the score of their game to the site director immediately following each game.  Coaches must also report their scores to the Person responsible for the standings. Failure to report scores may result in your elimination from the playoffs.


PITCHING RECORDS

Each site will have an official pitch counter for baseball.  The manager is responsible to verify the pitching record. 

RAIN
In the event of inclement weather the tournament committee will make every effort to remain on schedule. Every Effort will be made to make up any games canceled by weather. Games may not be made up if time doesn't permit.  The decision to play or not play will be the sole discretion of the tournament committee.

FORMAT


All teams will be scheduled to play 7 games.  This may be shortened by inclement weather conditions. 
In the event all teams in the bracket do not have an equal number of games played. The order of finish will be determined by head to head or
best record.

TIE BREAKER
The first tie breaker will be Head To Head. If a three way tie
and one team has defeated the other 2 they win the
first tie breaker.
If they all beat each other, then it will be runs allowed/ defensive
innings for all positions. This will coincide with the
Little League Tournament Rules.

UMPIRES

The Host Site 
will make every effort to have a minimum of
two (2) umpires for each game.  Circumstances may result with only
one (1) umpire to be available at some games
. Host sites
are responsible for Umpire stipend.

BASEBALLS/SOFTBALLS

Baseballs/Softballs will be provided by the host site.  

AWARDS

The tournament champion and runner up will receive
individual medallions.

PLAYING RULES

1.  The tournament will be administered by Connecticut
Little League District 4 and the Seabreeze Classic Tournament
Committee.  Any deviation from this may result in an immediate disqualification.


2.  Any playing rule protest must be brought to the attention of the plate umpire before the next pitch following the play. 
The tournament committee will make the FINAL decision.


3.  The Little League Baseball/Softball Division Regular Season Rules for 2025 will apply.  Pitch count will be in effect for Baseball. 

This will mean you may only run for the Pitcher or Catcher
with the last out. 


4.  SPECIAL NOTES
 
TEAMS MAY START AND FINISH WITH 8 PLAYERS. NO AUTOMATIC 
OUT FOR THE MISSING BATTER.



Regulation VI – PITCHERS in the Baseball Rule Book has been
amended to read, in part
 -


(A) Any player on a regular season team may pitch.
(NOTE: There is no limit to the number of pitchers a team may
use in a game.) 
Exception: Any player who has played the position of catcher in
four (4) or more innings in a game is not eligible to pitch 
on that calendar day.


(B) A player who played the position of catcher for three (3) innings
or less, moves to the pitcher position, and delivers 21 pitches
or more in the same day, may not return to the catcher position on that calendar day.
 EXCEPTION: If the pitcher reaches the 20-pitch limit while
facing a batter, the pitcher may continue to pitch,
and maintain their eligibility to return to the catcher position, 
until any one of the following conditions occur: (1) that batter
reaches base; (2) that batter is retired;
or (3) the third out is made to complete the half-inning or
the game.

(C) If a Pitcher reaches 40 pitches while facing a batter ,
they may continue to pitch and retain their eligibilty to catch.
If they reach 41 pitches and is not covered by the threshold exception,
they may not catch.

(D) The manager must remove the pitcher when said pitcher
reaches the limit for his/her age group as noted below,
but the pitcher may remain in the game at another position:

League Age:

11-12 – 85 pitches per day
9-10 – 75 pitches per day
7-8 – 50 pitches per day

Exception: If a pitcher reaches the limit imposed in Regulation VI (c)
for his/her league age while facing a batter, the pitcher may
continue to pitch until any one of the following conditions occurs:
1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning.
(E) Pitchers may not pitch three days in a row.


MERCY RULE

5.  The mercy Rule is in effect for the entire tournament.
(A) 15 runs after 3
(B) 10 runs after 4
(C) 8 runs after 5

6. The new extra inning rule will be in effect.

7. In the 10U and 9U divisions of Seabreeze there will be
5 runs or 3 outs per inning.
The sixth inning will be 3 outs

TIME LIMIT

NO INNING MAY START AFTER 2 HOURS !
UNLESS EXTRA INNINGS ARE NEEDED.


THERE IS NO TIME LIMIT FOR PLAYOFFS
GAMES WILL BE PLAYED TO COMPLETION
